Stefen Wynn has spent more than a decade as the chief executive of small cities and towns in three states: Town Manager in Albion, Indiana; City Manager of Neptune Beach, Florida; and Town Administrator & Treasurer of Paonia, Colorado, leading organizations of up to 116 employees with operating and capital budgets of up to $18.6 million.
In Paonia, Colorado, where he served as Town Administrator and Treasurer from 2023 to 2026, Stefen inherited a water system stuck in place: a tap moratorium had sat on the books since January 2020, pending a completed capital improvement plan, verified water consumption data, and raw water metering. In the three years that followed, he finished those plans and assembled the funding, the first project was designed, funded, and delivered, and work that had been deferred for decades was finally moving. He left the town with its water projects fully funded and its finances in a much stronger, more secure place.
The funding record tells the story: a $9.7 million State Revolving Fund loan for the first phase of the water project, with $3 million in principal forgiveness, more than $11 million in grants and low-interest loans secured for water projects in all, two WaterSMART grants from the U.S. Bureau of Reclamation, and just under $2 million for the rebuild of a key intersection. Alongside the water work, Paonia adopted its first comprehensive plan since 1996, an effort that had been started three separate times before, earning a Vernon Deines Merit Award from the American Planning Association's Small Town and Rural Division. During his tenure the town also earned its first and second GFOA Distinguished Budget Presentation Awards, the first in its county. Throughout his career, Stefen has established monthly budget-to-actual reporting, codified financial and purchasing policies, developed five-year capital improvement plans, and brought delinquent audits current.
